Herbert was the son of David and Annie Hall and had been born on 24 July 1893. The 1901 Census shows him to be the youngest of three children living at the family home at 12 Stopford Street, Edgeley (and later 5 Lucy Street).

When he left school, he started an apprenticeship as a mechanic with Beaumont Ltd, a pump manufacturer with a factory on Brinksway. However, on his 16th birthday he joined the Navy and it would be his career until he was killed at the Battle of Jutland.
