Frank was born within the parish of St Thomas' C of E Church, Wellington Road South, Stockport. At the time of the 1901 Census he was working, aged 14, as a "fur blower" at a hatworks. It's not known if that was Redman's Ltd, a hair and fur manufacturer for whom he was working, when he enlisted into the army on 2 September 1914.

When he joined up, Frank left his wife and two children at their home at 40 Adcroft Street, in the Higher Hillgate area of town. He will have gone overseas in mid 1915, seeing action at Gallipoli, before the Battalion was sent to Mesopotamia (modern day Iraq) in early 1916.
