Frank was born in Hyde and lived in Romiley. His parents were Smith and Elizabeth Rhodes of Newton, Hyde. Other than that, nothing is known of Frank's life.

He enlisted at Hyde, his original service number, 18648, suggesting he joined one of the Cheshires "New Army" Battalions. He was later transferred to the Royal Welsh Fusiliers for a period before being transferred back to one of the Cheshire's Territorial Army Battalions. This final transfer probably took place in early 1918 when, due to heavy casualties, the Army re-organised and reduced the number of battalions.

He was killed in an attack described here.  Frank's body was never recovered and identified and he is commemorated on the Memorial to the Missing at Zonnebeke.
